How about (mostly) correct models
and correct bases sizes,
and mostly painted.
By "mostly correct model" an example would be a Pzr IV 'X' can proxy for any Panzer IV
, or if you only have Panzer III models on the table, and they are ALL proxies for the same model of Panzer IV, then that would be OK
Wheeled cannot sub for a tank.

as for painted, I will go with what T.S posted on this topic in the recent past:

...
For ones that are held at Guardian Games that I organize, I prefer painted armies but if it means one doesn't play I'd rather have the person at the tournament and playing than not. Without a painted army, the person isn't in the running for best painted and it also hurts the illusion of "being there" for the opponent. It used to hurt the overall general award but now we do a best axis and best allied general and paint score is not part of that award. Painting is a separate award and score. Proper sized bases are required regardless.
For convention tournaments like Enfilade in Olympia, WA, painted armies are required."

Just dont wanna make people have less fun. It's the horses that are largely undone and i am unsure i can actually get them in any kind of acceptable shape but I will give it the college try i guess? I'll maybe post pics before i do it so you can decide if its worth making the trip.

BTW, our signup to date is very low.
Perhaps EW not very popular ;-(
Could you chk your locals and see if 2 or 3 Washingtonians could be encouraged to do a ROAD TRIP?
